Livelihood & Food Security Expert - Iran

WORK CONTEXT
CESVI is starting a project aimed to enhance the resilience and self-reliance of vulnerable Afghans and their hosting communities in Iran, in a way that they can build sustainable incomes, increase access to social and economic services, foster social cohesion and stability, for peaceful and productive coexistence.
In this context, CESVI is recruiting a Livelihood & Food Security Expert to design, plan and implement the intervention strategy for these activities.

JOB DESCRIPTION
The collaboration is expected to start in February 2023.
The main duty station will be the Country Office in Teheran (Iran), with the possibility of field visits country-wide.
The Livelihood & Food Security Expert will report to the Area Manager at HQ.

The main tasks are:

1) Management of the project

o In coordination with the local authorities and consortium partners, identify project locations and specific activities under the assigned outcome (livelihood/food security sector), design and respect detailed work plan and implementation plan
o Ensure that all project activities are in line with international standards and the requirements of the local authorities
o Define and implement the strategy and implementation modalities of the project’s expected outcome under CESVI responsibility
o Participate in regular coordination meetings with consortium partners
o Ensure the proper application of Donor and CESVI’s procedures;
o Develop and maintain track records of the project's outputs, supervise the activities, prepare reports to the Donor and CESVI HQ;
o Be responsible for the daily project implementation, reporting, and budget planning, guaranteeing the project's activities fulfill timely the scheduled objectives
o Ensure the proper administrative-financial management of the activities
o Work in close coordination with other NGOs member of the consortium.
o Actively participate in Livelihoods Clusters and Working Groups active in Iran

2) Support in the definition and development of programme strategy and Donors acquisition in Iran
o Contributing to the definition of a Country Strategy Paper in collaboration with the Area Manager and the Head of Mission
o Collaborate to identify the main intervention sectors, needs, and opportunities in Iran, especially in the LFS/resilience sector
o Collaborate to develop, in coordination with the Area Manager and the Head of Mission, new programme initiatives (Donors’ relations, liaising with potential donors, writing and submitting new proposals)

3) Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA
o Ensuring Safeguarding measures are:
implemented within his area of responsibility;
in place and staff, associates, and other key stakeholders are made aware of and supported in implementing these measures;
integrated with existing processes and systems (strategic planning, budgeting, recruitment, programme cycle management, performance management, procurement, partner agreements, etc.);
o Follow up and address Safeguarding issues appropriately.

ESSENTIAL REQUIREMENTS

  • University degree or postgraduate degree, preferably in Economics, Agronomics, International Development/Humanitarian sector, or another related field
  • from 6 to 8 years of relevant experience as an expatriate in the NGO environment in management, administration, and implementation of programs
  • Knowledge of effective financial and budgetary planning and control, review, and evaluation
  • Knowledge of main Institutional Donors ((EU – UN – ECHO and in particular, INTPA)
  • Extensive experience working in the complex country programme in fragile states or protracted crises
  • Experience with the development interventions in the livelihoods and agriculture sector
  • Practical experience in building training on start-ups and management of micro/small enterprises, including mentoring and networking with local and international markets
  • Ability to produce timely project proposals and high-quality narrative reports
  • Organizational skills, ability to follow procedures, meet deadlines and work cooperatively
  • Problem-solving and analytical skills
  • Proven experience in Security management
  • Fluency in English (written and spoken)
  • Strong computer skills including Microsoft Word, Excel, TEAMS

DESIRABLE REQUIREMENTS

  • Prior working experience in Iran or the extended Middle East Region and proven experience in implementing projects in partnership with local and international NGOs, supporting small and medium agro and handicraft business activities
  • Experience in designing and implementing projects with a specific focus on rural-related value chains
  • Knowledge of Farsi
  1. GROSS SALARY RANGE € 3.400 - € 3.700 PER MONTH
  2. ONE ROUND-TRIP FLIGHT EVERY 12 MONTHS OF COLLABORATION
  3. 6 MONTHS, RENEWABLE

HEALTH SAFEGUARDING
Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
